A New Chapter for People, Culture & Engagement at the University of Malta: Newly-renamed HR Office to be led by Robert Abdilla

The University of Malta wishes to announce that it has appointed Mr Robert Abdilla to lead its newly-designated Directorate of People, Culture & Engagement. This appointment reflects the University's commitment to supporting its staff and building a modern, inclusive workplace.

In a decision approved by the University Council on 22 July 2026, the Office, formerly known as the ‘Office for Human Resources Management & Development’, has been renamed to better reflect the institution’s progressive vision and its evolving approach to supporting staff through greater engagement, wellbeing, and career development opportunities. 

Under Mr Abdilla's leadership, the Directorate will focus on initiatives that encourage recognition and a sense of belonging across all academic and administrative units, furthering the University's longstanding commitment to being a supportive and welcoming environment for all.

Robert brings a unique and highly advantageous blend of expertise to this role, combining over twenty years of leadership in human resources and organisational development with a strong, foundational background in Information Technology. He holds a Bachelor of Science in Business & Computing and a Masters in Business Administration (e-Business) from the University of Malta. 

Early in his career, he excelled as a Software Developer, Analyst, and Project Leader, most notably authoring Malta’s national Schengen IS/IT Strategic Plan and serving as Operations Manager in the Philippines for an international IT company.

This deep technical and analytical acumen has been a hallmark of his tenure at the University of Malta, where he has served as Deputy Director of Human Resources Management & Development (HRMD) for over ten years. 

Since joining ½ñÈÕºÚÁÏ in 2010 to lead the end-to-end implementation of the HR module within the institutional Agresso HR & Finance ERP system, Robert has continually leveraged technology to modernise and automate processes.

Beyond digital enablement, Robert has been an influential leader in workplace culture, employee relations, and institutional governance. He has successfully managed complex industrial relations, represented the university on national and international boards, including the EU Steering Group on Human Resources & Mobility, and overseen vital staff wellbeing initiatives such as the restructuring and expansion of the University’s childcare services.

In his new capacity, Robert will merge his data-driven, systems-thinking approach with his passion for people management to champion a supportive, inclusive, and high-performing institutional culture for all staff at the University of Malta.
