What's new in Melitensia

Melitensia's book of the month – November 2026

, written by Kurt Xerri and published by Malta University Press.

This book evaluates the legal and constitutional tension arising from Malta’s historical rent control regime. For over fifteen years, the jurisdiction received continual sanctions from the European Court of Human Rights for systemic infringements on landlords’ property rights. Xerri analyses the Maltese Constitutional Court’s deliberate jurisprudence, which frequently favoured tenant security and state fiscal stability over immediate constitutional remedies. As international pressure led Malta to adopt European principles, this study shows how courts balance individual rights against public interests, and considers whether constitutional reform is needed to protect fundamental rights.

The list of new Melitensia acquisitions is available online.
