International Workshop - financialisation and measurement in public sector financial reporting and management accounting

The Department of Accountancy of the Faculty of Economics, Management and Accountancy (FEMA) is proud to announce that the University of Malta is hosting the Comparative International Governmental Accounting Research (CIGAR) 18th Workshop and the IPSASB Research Forum on 23 and 24 June 2026 at the Valletta Campus. The CIGAR Network started in 1987 as a group of academic researchers from universities all over the world to focus on public sector accounting research. It is now established as a non-profit organisation registered in the Netherlands.

The Network organises an event each year, alternating between an international conference and a workshop. In 2015, the University of Malta had hosted the conference, which was quite a success. This time, our University is hosting the workshop, entitled "Financialisation and measurement in public sector financial reporting and management accounting". The event is spread over two days and includes the IPSASB Research Form. The IPSASB (which falls under the IFAC umbrella) is independent of the CIGAR Network, but liaises with CIGAR in order to promote its research activities (also related to public sector accounting).

The June event will kick off with two important keynote speakers, namely, Mr Charles Deguara (the Auditor General from the Maltese National Audit Office) and Professor David Heald (from the Adam Smith Business School, University of Glasgow) Professor Heald’s research and publications are regarded as seminal work by CIGAR members. Besides a number of parallel sessions, during which 32 research papers shall be presented, there are three plenary sessions featuring prominent international speakers. The plenary sessions deal with AI and Public Sector Accounting Research; Sustainability Reporting and standard setting; and the CIGAR-PMM Annual issue

There are over 60 registered participants, consisting of University Professors (in public sector accounting and/or public management), PhD scholars, government accounting practitioners and auditors, and standard setters (for public sector reporting). The participants are mainly European, but also hail from South America, Africa, Asia and Australia. Due to travel difficulties under the current geopolitical circumstances, the event is including online participation as an option.
